Since The Minister of Transportation Regulations Permenhub No.134 / 2015 regarding to disallowance of Over Dimension and Over Loading (ODOL) was enacted on August 1st 2018, it triggered pros and cons amongst local trucking players. This regulation was issued to reduce the risk of traffic jam, damage of the road, and accident which effected by the overloads of trucks. According to local trucking players, this regulation had Multiplier Effect on economic development.
Many of local trucking players complained to the consequence they should bear on their business activity, such as the increasing number of trucks needed since they should load smaller capacity than usual and it would lead to higher operational cost. During the Focus Group Discussion of the Implication of the Minister of Transportation Regulations in Hotel SKI Cilegon on August 7th 2018, Mr. Saipul Bahri as The Chairperson of the Regional Representative Council of Indonesian Truck Association Banten Region consigned his complaint about the new regulations. “We as the local trucking players are disappointed and disadvantaged by the imposition of The Rules of Over Dimension and Over Loading (ODOL). The government is such a canibal, they didn’t take any periodical stages in implementing the policy.”
On behalf of APTRINDO, Mr. Saipul Bahri demanded four things during his speech on this Focus Group Discussion session :
- The government should postpone the implementation of Over Dimension and Over Loading regulation and revise those regulations.
- The government should accelerate the process of fare adjustment by goods owner in order to be implemented immediately and not detrimental to the freight companies
- The government should provide protection to the freight companies so they can grow properly and be no longer a victim of the government regulation.
- The officer who enforce the rules should be fair and not to be arbitrary in carrying out their tasks. The officer should provide and implement fair solution and prevent the high cost which might arise.
If the related stakeholders didn’t respond those demands properly, then APTRINDO Banten Region would stop operating their trucks started on 14th August 2018.
